Dendias Addresses Cybersecurity as National Security Priority
At the Cyber Greece 2026 conference, Greece’s Minister of National Defence, Nikos Dendias, underscored the necessity for the Armed Forces to function as a cohesive unit in the collection, processing, and operational use of information. He noted that modern hybrid threats require an integrated response, with systems and sensors interconnected to enhance effectiveness.
Dendias articulated that information has become a vital strategic asset, with cyberspace recognized as an independent operational domain alongside traditional military environments such as land, air, sea, and space. He introduced the concept of the "Achilles’ Shield," which comprises five distinct layers designed to fortify national defenses against these evolving threats.
The Minister elaborated on the initiatives under the "Agenda 2030" program, which aims to transform the Armed Forces. This includes the establishment of the Joint Corps of Information Technology and Unit 1864, which will serve as the operational backbone for military cyber operations. Additionally, the Hellenic National Defence General Staff’s Directorate of Information Technology and Cyberspace has been enhanced with new facilities that meet contemporary international standards.
Dendias highlighted the blurred lines between peace and war in the context of hybrid threats, which often manifest in the form of cyberattacks targeting critical infrastructure such as energy grids, communication systems, and public services. He pointed out that these threats can originate from various sources and do not always provoke a conventional military response, complicating the security landscape.
Disinformation's Threat to National Trust
The Minister emphasized the role of disinformation in eroding public trust in institutions, noting that artificial intelligence can amplify these threats by increasing the speed and efficiency of attacks. He reiterated that safeguarding critical infrastructure is a matter of national security, necessitating a comprehensive and coordinated approach involving both public and private sectors.

To effectively address these challenges, Dendias called for collaboration among various stakeholders, including NATO and EU partners. He stressed the importance of a unified operational picture, rapid threat response, and joint exercises to enhance crisis management capabilities. Training and cooperation with educational institutions are also vital to ensure that military personnel are equipped with the necessary skills to navigate the complexities of modern warfare.
In conclusion, Dendias asserted that the transformation of the Armed Forces is not merely an option but a critical requirement for national security. He acknowledged the ongoing efforts and the long journey ahead, reinforcing the significance of the "Agenda 2030" initiative in adapting to the changing security environment.
