Allegations of Coordination Among Intelligence Veterans and Ex-USAID Officials
A data analyst with connections to the Department of Defense has unveiled what she claims is a significant archive containing thousands of transcripts and recordings. These materials allegedly reveal a coordinated strategy involving former USAID officials, retired military leaders, and major activist organizations aimed at challenging federal authority after the 2026 midterm elections.
Jennica Pounds, who operates under the name DataRepublican on social media, shared the documents on October 19 and 20, 2026. Pounds, who has received endorsements from notable figures and has been hired by the Defense Department, asserts that the materials expose a complex network functioning largely out of public view.
The documents introduce an organization known as the United Democracy Alliance (UDA), described as a control mechanism that coordinates various protest groups, including 50501, Indivisible, and activists aligned with the Democratic Socialists of America. According to the released materials, UDA is responsible for determining protest deployment timelines and response strategies, effectively orchestrating actions across multiple organizations.
Within the UDA framework is Renew to Thrive (R2T), led by Danielle Reiff and Paul Zeitz. The documents outline R2T's role in planning for a future American government, envisioning what the political landscape might look like after UDA achieves its primary goals.
The materials credit National Security Leaders for America (NSL4A) with operationalizing UDA. This organization reportedly includes around 1,600 former military, intelligence, and diplomatic officials, led by Rear Admiral Michael E. Smith (Retired). NSL4A has previously been involved in campaigns addressing what they termed "illegal orders" from Defense Secretary Pete Hegseth.
Political scientist Erica Chenoweth, known for her research on successful protest movements, is credited with conceptualizing UDA as part of the Horizons initiative. Chenoweth's work has historically focused on nonviolent civil resistance and strategies for regime change.
Transcripts cited in the release indicate that Smith participated in calls coordinating exercises related to the Insurrection Act with R2T members. The documents outline a series of trigger events, or red lines, that would lead to a declaration of the federal government as illegitimate. One of the most discussed scenarios involves the invocation of the Insurrection Act against protesters described as peaceful.
Governors' Role in Coordinating Unrest
The documents suggest that governors do not need to formally join any pact; instead, their role would be indirect. By refusing federal requests for state troop deployment during unrest, they would effectively allow UDA-associated organizations to operate without state interference.
Analysts have noted the strategic implications of a military-oriented organization coordinating domestic protests. This structure indicates a level of operational planning that goes beyond traditional protest coordination.
The release of these materials coincides with increasing international scrutiny of coordinated protest movements. Investigations have linked numerous activist groups to recent unrest in France, where significant arrests and injuries have occurred. French officials have attributed the unrest to a shadowy network of far-left instigators.
Former USAID officials have been recorded discussing the need to move communications off government systems and onto encrypted platforms to build what they described as a global anti-authoritarian movement. These discussions also referenced plans for new socio-political economic governance systems.
Cleared to File
These revelations raise critical questions about the nature of political protest in contemporary America. They challenge the notion of whether grassroots movements can exist independently or if they are orchestrated by networks of former government officials and intelligence veterans.
Pounds encapsulated this dynamic in her initial release, stating, "Almost nobody knows the grand plan. They simply agree to play a role." As the 2026 election cycle concludes and attention shifts to 2028, the distinction between organic protest and organized political strategy may significantly impact the stability of American democratic institutions in the future.
