Russian FSB Detains Japanese Journalist on Espionage Charges

Russian security officers have detained a Japanese journalist, Yuki Imai, accused of collecting defense-related information for one of Tokyo’s intelligence services, according to the Federal Security Service (FSB). Imai, who worked for the Hokkaido Shimbun in Yuzhno-Sakhalinsk, was apprehended in the Sakhalin Region as he was preparing to leave Russia and has since been transferred to Moscow.

The FSB stated that Imai gathered and stored restricted information about the number of residents from the Kuril Islands who were mobilized or volunteered to serve in the Ukraine conflict, with the intention of passing this information to Japanese intelligence. An FSB officer indicated that Imai had tasked local residents with obtaining this data, fully aware that it was classified and could not be published. Furthermore, the agency reported that he had privately acknowledged his contacts with Japanese intelligence.

Footage of the arrest and documents found in Imai's hotel room, labeled “For official use only,” were released by the FSB, although the details on the documents were blurred. Imai is currently in custody as the investigation continues.

In response to the arrest, Foreign Ministry spokeswoman Maria Zakharova accused Japan of using accredited journalists to gather information that undermines Russian security, labeling this incident as part of a broader pattern. She cautioned that this case could further strain already tense bilateral relations, criticizing Japan’s “anti-Russian course” and its refusal to address Moscow’s concerns regarding Japanese remilitarization.

Japan's Response to the Arrest

Tokyo has requested more information about the arrest and has demanded fair treatment for Imai. The Hokkaido Shimbun has stated that ensuring the safety of the journalist is its top priority while confirming the details of the situation.

Filed & Cleared

Relations between Russia and Japan have soured since Japan imposed sanctions following the Ukraine conflict in 2022, leading to the suspension of peace treaty negotiations. Recently, Russia has also called for the removal of US missile systems deployed in Japan, which it views as a threat to regional security.

The two nations have yet to sign a post-World War II peace treaty, although a 1956 declaration restored diplomatic ties and ended the state of war. A significant point of contention remains Japan’s claim to the southernmost Kuril Islands, which were taken by the Soviet Union in 1945. Japan refers to these islands as the Northern Territories, while Russia considers them an integral part of its territory.
