UK Issues Warning to Universities Over China-Linked Research Organization
The UK government has cautioned universities and academics against continuing their work with the China General Technology Research Institute (CGTRI), which has been flagged by MI5 for its strong connections to Chinese intelligence. This warning, issued publicly by MI5, highlights the organization's role in funding research that could bolster espionage efforts by the Chinese Ministry of State Security.
According to reports, over 100 academics in the UK have participated in projects funded by CGTRI, covering critical areas such as artificial intelligence, cybersecurity, and covert communications. MI5 noted that many of these collaborations may have occurred without the researchers being aware of CGTRI's ties to Chinese intelligence.
The security agency has urged universities to conduct immediate reviews of their existing and planned partnerships with CGTRI. It emphasized that the primary aim of the organization is to enhance the technical capabilities of the Chinese intelligence services, which raises significant national security concerns.
In addition to the warning, MI5 has indicated that continued collaboration with CGTRI could lead to legal consequences under the National Security Act 2023, which includes provisions against aiding foreign intelligence services. UK security minister Dan Jarvis has reached out to university vice-chancellors, urging them to terminate any arrangements with the organization.
Chinese Intelligence Threats to Academia
Jarvis stated that this alert reveals attempts by Chinese intelligence to covertly leverage the expertise and research of UK academics. The government is committed to addressing threats to national security, particularly in light of broader concerns regarding Chinese intelligence activities.
Case Closed
This warning comes amid heightened scrutiny of Chinese espionage efforts, particularly following a June alert from the Five Eyes intelligence alliance, which includes the UK, US, Canada, Australia, and New Zealand. The alliance warned that Chinese military intelligence has been targeting professional networking sites to gather sensitive information.
Universities UK and the Russell Group have responded by affirming their commitment to research security and national security responsibilities, while also recognizing the importance of international academic collaboration. They emphasize that safeguarding national interests must remain a priority in academic partnerships.
