Pentagon Invests $450 Million in Elmet Group to Secure Domestic Tungsten Supply

Pentagon Invests $450 Million in Elmet Group to Secure Domestic Tungsten Supply

The U.S. Department of Defense is making a significant investment of $450 million in Elmet Group, the nation's sole fully integrated tungsten and molybdenum producer. This strategic move aims to establish a domestic tungsten supply chain as new procurement restrictions come into play. The Pentagon's goal is clear: to reduce dependence on China for tungsten, a metal crucial for various military applications, including armor-piercing ammunition and aerospace components.

Currently, China dominates the global tungsten market, controlling approximately 85% of it. This concentration poses a serious risk for U.S. military operations, which rely heavily on tungsten. The Defense Department's investment will provide it with up to 19.9% ownership of Elmet, allowing for a significant influence over the company's operations.

The investment is structured around redeemable preferred equity and warrants, which gives the government potential financial benefits without necessitating a complete acquisition. Additionally, the Pentagon will have the right to appoint one independent director to Elmet's board, ensuring that it has a voice in the company's strategic decisions.

Of the total investment, over $165 million is allocated for modernizing Elmet's facilities located in Maine, Michigan, and Ohio. Furthermore, approximately $150 million will be directed towards a joint venture associated with the Springer Tungsten Complex in Nevada, which is set to become North America's only facility for ammonium paratungstate (APT). APT is a key intermediate chemical compound used in the production of tungsten metal and carbide powders, making control over its production vital for the entire supply chain.

In addition to the equity investment, the Defense Logistics Agency has awarded Elmet a contract with a ceiling of $2 billion and a minimum commitment of $150 million. This contract is intended to replenish the National Defense Stockpile, which is the government's strategic reserve of materials deemed essential for national security.

Elmet's Stock Surge After Investment Announcement

Following the announcement of the investment, Elmet's shares, traded on the Nasdaq under the ticker ELMT, experienced a surge of up to 55% intraday, with trading volumes significantly increasing.

Tungsten is known for having the highest melting point of any metal, approximately 3,422 degrees Celsius. This unique property makes it indispensable in military applications such as kinetic energy penetrators, rocket nozzles, and radiation shielding. It is also essential for industrial cutting tools and semiconductor manufacturing equipment.

Final Brief

New U.S. defense procurement regulations, which will take effect on January 1, 2027, will impose restrictions on tungsten sourcing from certain countries. This regulatory change transforms what was once a strategic preference for domestic supply into a mandatory requirement, positioning companies like Elmet as the only compliant options.

The Pentagon's investment is projected to create around 1,200 jobs across domestic manufacturing and mining operations. Establishing an APT facility in Nevada will address a critical gap in the North American supply chain, eliminating the need to ship raw tungsten concentrate overseas for processing before it is returned to the U.S. for end-use applications.
