Ex-CDS Anil Chauhan Warns of Pakistan's Overconfidence After Defense Pact

Former Chief of Defence Staff General Anil Chauhan has cautioned that the recent defense agreement among Pakistan, Saudi Arabia, and Turkiye could foster an atmosphere of overconfidence in Islamabad, which may lead to further miscalculations. Speaking at an event in New Delhi, Chauhan underscored that Pakistan continues to be a major security concern for India. He noted that while agreements like the Makkah Joint Defence Agreement, signed on August 7, may bolster Pakistan's confidence, they also necessitate vigilance from India.

Chauhan articulated that India's security landscape is influenced by various factors, including unresolved border issues and cross-border terrorism. He reiterated that Pakistan will remain a persistent threat, citing the need for India to adopt practical measures to induce behavioral changes in its neighbor. He referred to Operation Sindoor, which he led, as a significant step in addressing these security challenges, emphasizing that the operation is still relevant and that the armed forces must maintain operational readiness.

In discussing Pakistan's military strategy, Chauhan characterized terrorism and proxy warfare as central to its approach towards India. He explained that the presence of nuclear weapons has constrained conventional military operations while simultaneously allowing for increased sub-conventional activities, such as terrorism. He described this dynamic as a stability-instability paradox, where nuclear deterrence creates a false sense of security that encourages lower-level conflicts.

Chauhan argued that non-state actors play a crucial role in Pakistan's strategy, providing plausible deniability for its actions while enabling the continuation of proxy warfare. He stressed that India must create credible deterrence to counter these threats, referencing successful operations like Uri, Balakot, and Operation Sindoor as examples of effective responses to Pakistan's provocations.

Looking ahead, Chauhan emphasized the importance of adapting to technological advancements in warfare. He stated that future military success will depend on the ability to learn and adapt more quickly than adversaries, highlighting the necessity for joint operations across various domains. He concluded that a cohesive operational picture and resilient communication networks will be vital for India's military effectiveness in future conflicts.
