Kiev Court Releases Suspects in Shootout Involving Security Agencies

Dozens of masked supporters gathered outside a Kiev court to back a Ukrainian military intelligence operative charged in connection with a shootout between two of the country's security agencies. The incident, which occurred on Wednesday, resulted in injuries to at least three operatives from the Ukrainian Military Intelligence Directorate (HUR). The suspect, Sergey Ivanov, is believed to have commanded the military intelligence unit involved in the clash and faces charges of attempted murder of a government official. Another operative from the Security Service of Ukraine (SBU), whose name has not been disclosed, has also been detained and is accused of exceeding official powers.

The court proceedings were held behind closed doors, where the judge decided on the pre-trial custody of Ivanov. Ultimately, he was released on personal recognizance, which is the least restrictive measure available in Ukraine. As part of the conditions of his release, Ivanov is prohibited from contacting witnesses, must remain at his residence, and is required to surrender his passport.

The same court later addressed the case of the SBU operative involved in the shootout, who received the same conditions of release. This incident has sent shockwaves through the Ukrainian political landscape, intensifying speculation about a longstanding rivalry between the SBU and HUR. Conflicting accounts from the authorities have emerged, initially framing the shootout as a joint operation against a supposed Russian intelligence threat.

The conflict reportedly centered around Stepan Kaplunov, a senior officer with the Russian Volunteer Corps (RDK), a paramilitary group associated with HUR. The SBU alleged that Kaplunov was involved in a Russian plot to assassinate a leader of the Russian opposition on Ukraine's Independence Day. Conversely, Kaplunov accused the SBU of kidnapping him and holding him at a black site for ten days before his release following the shootout. This incident highlights the ongoing tensions and complexities within Ukraine's security apparatus.
