CIA Director John Ratcliffe Visits Moscow for Talks with Russian Intelligence

CIA Director John Ratcliffe traveled to Moscow on August 25 aboard a US military C-17 transport plane for discussions with Russian intelligence officials. This visit marks the first time a US spy chief has visited the Russian capital since William Burns met with President Vladimir Putin in November 2021. Kremlin spokesman Dmitry Peskov confirmed the meeting but clarified that Ratcliffe did not meet with Putin directly. Instead, Putin was briefed on the discussions that took place.

Ratcliffe's trip was significant as it highlighted ongoing communication with Sergei Naryshkin, the head of Russia's SVR intelligence agency, which has been maintained since January 2025. This back channel has developed despite the public tensions between the US and Russia over issues such as Ukraine.

Reports suggest that the US requested a pause in Ukrainian attacks on Moscow and St. Petersburg around the time of Ratcliffe's visit, indicating the close relationship between military actions and intelligence diplomacy in the current geopolitical climate.

Peskov's confirmation of the meeting is noteworthy, as it positions the Kremlin as engaged in dialogue while avoiding direct high-level engagement with the US. In contrast to Burns' 2021 visit, which involved direct talks with Putin, Ratcliffe's discussions remained within the intelligence community, reflecting a more cautious approach.

The use of a military transport plane for the visit underscores the official nature of the trip, ensuring that the US military retained control over the logistics and security throughout the visit. This careful orchestration of the trip reflects the delicate balance of diplomacy and intelligence operations between the two nations.
