Texas Governor Abbott Unveils Initiative Against Foreign Influence in Schools
On Tuesday, Texas Governor Greg Abbott introduced a significant initiative designed to eliminate foreign influence in K-12 education across the state. Abbott emphasized the importance of educating students about the historical formation of the United States, stating that foreign influences compromise educational standards. He expressed concern over what he termed the quiet indoctrination of children in classrooms.
The initiative aims to remove foreign government influence from Texas public schools and includes a ban on employing workers through the H-1B visa program. Abbott argues that this move will create more job opportunities for Texans. This initiative builds on his previous directive that halted state agencies and universities from applying for new H-1B visa petitions, with the goal of prioritizing employment for Texas residents.
Under the new plan, foreign entities will be prohibited from using gifts, partnerships, or financial agreements to exert influence over Texas schools and the curriculum. Abbott cited instances of foreign influence, particularly in the Austin Independent School District, where the Qatar Foundation International contributed $462,000 to support Arabic language and culture instruction from 2016 to 2022. This funding included hiring Arabic instructors and providing educational materials sourced from various Middle Eastern countries.
Similar concerns were raised regarding the Houston Independent School District, where Qatari influence extended beyond hiring teachers to funding programs at the Arabic Immersion Magnet School. Abbott's initiative seeks to address these issues by ensuring that foreign financial contributions do not shape educational content.
In 2025, Dallas ISD reported receiving 230 H-1B approvals, utilizing the program to fill various teaching positions, including bilingual and special education teachers. Abbott is advocating for legislative action to implement a complete ban on H-1B workers in Texas public schools, asserting that no public school employees should be on H-1B visas.
In conclusion, Abbott reiterated his commitment to ensuring that foreign influence has no place in Texas classrooms, stating, "Bottom line is, foreign influence of any kind has no place in our classrooms. We will achieve that goal."
