Warren Questions US AI Export Easing After UAE Crypto Investment
Senator Elizabeth Warren is pressing Commerce Secretary Howard Lutnick for answers about the recent easing of export controls on advanced AI technology to firms in the United Arab Emirates (UAE). This inquiry follows a significant investment by a UAE-linked entity, which acquired a 49% stake in World Liberty Financial, a crypto venture associated with the Trump family, for $500 million. Of this amount, $187 million was paid upfront to entities connected to the Trump family.
On July 10, the Commerce Department approved a favorable review of exports involving MGX, a UAE-based investment firm, which effectively relaxed restrictions on advanced AI chips destined for UAE companies, including MGX and G42. Warren has calculated that Trump stands to gain approximately $263 million from the World Liberty Financial deal alone, with his total earnings from crypto ventures estimated at around $1.4 billion, based on financial disclosures.
The investment by MGX reportedly involved USD1, a stablecoin issued by World Liberty Financial, in a $2 billion investment in Binance, the largest cryptocurrency exchange globally. This connection raises concerns about how stablecoins can facilitate opaque financial transactions involving politically exposed individuals.
Warren has called for testimony not only from Lutnick but also from Jeffrey Kessler, the Under Secretary of the Bureau of Industry and Security, to address what she perceives as a significant national security vulnerability. She has also urged Congress to refrain from passing crypto legislation that would allow presidential families to profit from digital asset ventures.
The United States maintains stringent export controls on advanced semiconductors and AI technology to prevent adversaries from acquiring capabilities that could threaten national interests. These controls were tightened during the Biden administration, particularly concerning China. Intelligence officials have expressed ongoing concerns about technology transfer risks related to the UAE, especially given its close economic ties with China.
For Binance, which has been working to improve its regulatory standing following a $4.3 billion settlement with the Department of Justice, the connection to MGX adds new complexities. If Lutnick and Kessler are compelled to testify, their responses could influence the political landscape surrounding crypto regulation, particularly regarding stablecoin oversight, in light of Warren's focus on USD1's involvement in the Binance investment.
