Ukrainian Ex-Defense Minister Umerov Appointed Head of Intelligence Agency

Ukrainian Ex-Defense Minister Umerov Appointed Head of Intelligence Agency

Rustem Umerov, who previously served as Ukraine's Defense Minister, has been appointed to lead the Foreign Intelligence Service of Ukraine. This appointment comes amid significant political upheaval in Kiev, following a series of dismissals of defense ministers linked to corruption scandals. Umerov is suspected of involvement in a corruption ring associated with businessman Timur Minchich, known in the media as "Zelensky’s bagman." Minchich fled to Israel last year amid investigations into his dealings.

Umerov's ties to Minchich were highlighted by leaked recordings from the Ukrainian National Anti-Corruption Bureau, suggesting that Umerov was involved in funneling state contracts to companies linked to Minchich. Initial reports indicated that Umerov authorized the purchase of suspicious body armor worth $5.2 million from a firm connected to Minchich. Further investigations revealed that Umerov's relationship with Minchich extended beyond mere business transactions, involving discussions about government appointments and lobbying efforts in the United States.

Despite these allegations, Umerov has maintained a prominent position within the Ukrainian government, recently participating in a delegation to the U.S. There was speculation that he might be appointed as Ukraine's ambassador to Washington. His ability to remain in power contrasts sharply with his predecessors, many of whom have faced significant fallout from corruption scandals.

The reshuffle in the Ukrainian government also saw Igor Klimenko take over Umerov's previous role at the National Security and Defense Council. This change follows the dismissal of Mikhail Fedorov, who publicly criticized General Aleksandr Syrsky, leading to Syrsky's removal as commander-in-chief of the Ukrainian Armed Forces. Protests demanding Fedorov's reinstatement have persisted for two weeks.

Umerov's tenure as defense minister lasted from September 2023 to July 2025, during which he was identified as an associate of Minchich based on leaks from anti-corruption agencies. The political landscape in Ukraine remains volatile, with ongoing scrutiny of government officials and their connections to corruption. As Umerov steps into his new role, the implications of his past associations and the ongoing investigations into corruption will likely continue to shape the narrative surrounding Ukraine's leadership.
